OeEB publishes an exact fund investment range, a minimum fund size, and an exclusion that rules out first-time funds entirely.


OeEB is the Development Bank of Austria, financing private-sector investment in developing and emerging markets. It publishes the most specific set of fund criteria in this directory, and for most readers of Blueprint the first useful fact is a disqualifying one: OeEB invests exclusively with established fund managers and does not back first-time funds. Knowing that in one line is more valuable than a page of general encouragement.

The mandate and the focus sectors

OeEB is Austria's development bank, working as a partner in developing and emerging markets. Its published strategic focus sectors are green finance and climate, micro, small and medium enterprises and financial inclusion, infrastructure and industry, and gender equality, alongside private-sector development generally.

Its geography is broad. OeEB can finance projects in all developing and emerging countries on the OECD Development Assistance Committee list, and it applies the European Development Finance Institutions sector exclusion list to define what it will not finance.

The private equity criteria, stated precisely

OeEB can take stakes in private equity funds either on a trustee basis for the Austrian Federal Ministry of Finance or from its own funds with a capital preservation guarantee from that ministry. All projects must be economically viable and developmentally sound, and are subject to a comprehensive environmental and social review.

Its published conditions for fund participations are unusually exact.

  • A focus on climate funds, particularly renewable energy and other climate-relevant themes.
  • Investments from the early-stage phase at the earliest, with no seed or start-up funds.
  • Exclusively established fund managers, with no first-time funds.
  • A minimum fund size of EUR 150 million.
  • An OeEB investment volume between EUR 5 million and approximately EUR 10 million.

Those five read together describe a narrow door. A EUR 5 million to EUR 10 million commitment into a fund of at least EUR 150 million puts OeEB at roughly 3 to 7 percent of a fund, which is a supporting position rather than an anchor one.

OeEB invests exclusively with established fund managers and does not back first-time funds. It also excludes seed and start-up funds, requires a minimum fund size of EUR 150 million, and invests between EUR 5 million and around EUR 10 million.

What this means if you are a first-time manager

It means OeEB is not the first call, and this page says so rather than leaving a reader to discover it in a rejection. A first fund does not meet the stated criteria regardless of how strong the team or the thesis is.

The productive reading is different. OeEB's criteria describe what an established European bilateral considers a fundable fund, and a manager can use them as a checklist for where a second or third fund needs to be: a fund size above EUR 150 million, a stage no earlier than early-stage growth, and a track record that makes the manager established rather than emerging.
