Alabama SSBCI venture capital, InvestAL direct and fund-of-funds routes

Innovate Alabama runs InvestAL as two equity routes, one investing directly in Alabama startups and one committing to established venture funds.


Alabama's SSBCI capital is administered by Innovate Alabama, which runs two programs rather than one. InvestAL is the equity program, and it carries an early-stage venture capital route and a fund-of-funds route. LendAL is a separate debt and credit-enhancement program rather than venture equity. Deciding which of those three a conversation is actually about is the first step, because the applicant, the evidence, and the instrument differ across all of them.

InvestAL has two investment routes

The early-stage venture capital route invests directly in companies. The fund-of-funds route invests in venture funds, which then invest on their own account. The recipient is different in each case, so the eligibility question is different too.

Both routes expect private capital alongside the state's. Equity and LP investments require at least a 1:1 private investment, so neither route is designed to be the first or the only money in a round or a fund.

Direct equity for Alabama companies

InvestAL's direct route supports high-growth, venture-backable startups headquartered in Alabama. The headquarters test is about the company rather than about where a particular investor sits.

Direct investment checks are generally $100,000 to $1 million. That band, paired with the 1:1 private investment requirement, describes a program built to participate in a round rather than to lead or fill one.

Fund-of-funds capital for established venture funds

The fund-of-funds route commits to established venture funds, which makes the applicant a manager rather than a company. Fund-of-funds investments are generally $500,000 to $5 million, subject to manager discretion.

A manager approaching this route is answering fund-level questions, meaning the strategy, the team, and the private capital already committed, rather than the company-level questions the direct route asks.

Prepare for the investment conversation

  • Which InvestAL route applies, the direct company route or the fund-of-funds route.
  • For a company, evidence that it is headquartered in Alabama and venture-backable.
  • For a fund, the strategy and the manager's own record.
  • The private capital alongside the request, at least matching the state's investment.
  • A clear separation between an InvestAL equity request and anything belonging to LendAL.

Alabama separates its SSBCI equity routes by recipient: direct investments support Alabama-headquartered venture-backable startups, while the fund-of-funds route supports established venture funds. Both require private-capital participation.
