Colorado's Venture Capital Authority invests in professional funds, but the fund strategy must also support Colorado companies and targeted communities.


Colorado's SSBCI venture program operates through the Colorado Venture Capital Authority. The VCA makes limited-partner investments in professionally managed venture funds that invest in seed and early-stage Colorado businesses. The program's fit is not only about fund quality. Geography, company stage, rural deployment, and underserved-business access are part of the mandate.

The state invests through selected funds

The VCA selects professional venture fund managers through a competitive process. Treasury describes expected SSBCI participation at approximately 25% to 50% of total fund size.

Partner funds generally support seed and early-stage companies. Historical investment rounds have ranged from approximately $50,000 to $3 million.

Colorado deployment requirements matter

Portfolio companies must be headquartered and principally operated in Colorado. The program is designed to reach very small businesses and SEDI-owned businesses. The VCA also expects capital to reach rural areas and distressed urban communities.

A fund with no credible Colorado pipeline is unlikely to fit simply because it invests in early-stage companies.
