Maryland SSBCI venture capital, how TEDCO separates company and fund capital
Maryland routes SSBCI capital through TEDCO's venture, seed, social-impact, and limited-partnership programs, with different evidence required for each.
Maryland's SSBCI venture capital system is administered through several TEDCO programs rather than one generic application. The state's structure includes direct startup investments, seed funding, social-impact funds, and a limited-partnership route for venture funds. SSBCI capital is investment capital, not grant funding.
TEDCO uses multiple investment vehicles
TEDCO identifies four SSBCI-supported programs. Three focus primarily on venture capital and startup funding. The Social Impact Funds focus on economically underserved founders and communities.
The program is designed for technology and life sciences businesses connected to Maryland.
The company route and fund route are not interchangeable
TEDCO's Venture Funds make direct investments in early-stage companies, generally between $500,000 and $1.5 million. The Venture Capital Limited Partnership Equity program supports selected venture fund managers.
A manager should not present a company financing request as an LP application, or describe a TEDCO company investment as a fund commitment.
What to prepare
- Maryland headquarters or operating connection.
- Company stage, sector, and financing need.
- Fund strategy and investment history if applying through the fund route.
- Evidence of how the strategy reaches technology, life sciences, or underserved founders.
- A clear explanation of whether the request is direct equity, seed capital, social-impact capital, or fund-level support.
TEDCO's SSBCI programs are investment programs. The state explicitly says the SSBCI allocation does not provide grants.
