DEG, Germany's development financier and its published fund thresholds

DEG states where its fund investments start and how much of a fund it will take, which makes it one of the easiest institutions in this directory to size against.

DEG is the German development finance institution and part of the KfW group, investing in private enterprise in developing and emerging markets. It is one of the most fund-experienced institutions in this directory, with over 130 fund investments and 100 co-investments in emerging market investment funds, and it publishes both where its fund cheques start and how much of a fund it is willing to be.

Two fund products with two different thresholds

DEG's private equity fund investments generally start from USD 10 million, with a DEG share of under 20 percent at the final closing. Its debt fund investments generally start from USD 20 million, with a DEG share normally not exceeding 20 percent of the final closing, or of the envisaged fund size for an open-ended fund.

Both figures are starting points rather than typical commitments, and both participation figures are ceilings rather than targets. Read together they tell a manager the fund size DEG needs to see: a USD 10 million commitment at under 20 percent implies a fund comfortably above USD 50 million.

DEG can invest in open-ended as well as closed-ended debt funds, and in selected cases it can invest in equity-like instruments of debt funds.

DEG's private equity fund investments generally start from USD 10 million with a DEG share below 20 percent, and its debt fund investments generally start from USD 20 million with a share normally not exceeding 20 percent.

What DEG offers beyond the cheque

DEG describes itself as supporting a fund from the beginning, offering a stable capital base as an anchor investor and signaller, particularly at first closing. For a first-time manager that signalling role is often worth more than the commitment itself.

It takes a seat on the fund's advisory committee, representing investors and advising the general partner. It can invest in the fund's portfolio companies as an experienced co-investor on equal terms, which gives a manager a follow-on source that already knows the asset.

Through its subsidiary DEG Impulse it offers tailored advisory services and targeted support on ESG and climate tools at both fund and portfolio level. A manager should read that as a resource and as an expectation at once.

The route is fund-level with a co-investment tail

DEG's fund business reaches companies through managers rather than by writing directly into a startup, and its co-investment right is scoped to the portfolio companies of funds it has backed. That is the same shape the EIB and IFC use, and it means the fund relationship comes first.

No universal DEG ticket is publicly stated beyond the two starting thresholds. The examples DEG publishes, including a EUR 15 million commitment to an African technology fund and USD 11.8 million to a Brazilian impact fund, are individual transactions rather than a range, and this page does not present them as one.

How this may fit

The general development finance readiness layer applies, and the DFI pathway guide covers it. What is specific to DEG is fund sizing and governance.

  • Size the fund so that a USD 10 million commitment sits below 20 percent of the final close, which is the arithmetic DEG's own thresholds imply.
  • If you are raising a debt fund, note the higher USD 20 million starting point and plan the fund size accordingly.
  • Design the governance documents so an advisory committee seat is straightforward rather than a renegotiation.
  • Prepare for co-investment at portfolio level, and decide in advance how you want a limited partner co-investing on equal terms in your deals.
  • Expect ESG and climate tooling to be implemented at fund and portfolio level, with DEG Impulse available to support it.
