Oklahoma SSBCI venture capital, OCAST invests through local funds

Oklahoma's SSBCI venture program invests through Oklahoma-based venture funds, with private matching capital and a state-company deployment requirement.


Oklahoma's SSBCI venture capital program is administered by the Oklahoma Center for the Advancement of Science and Technology. OCAST does not make direct company investments through the program. Instead, it invests SSBCI capital into Oklahoma-based venture funds, which then invest in Oklahoma innovation companies.

OCAST uses a fund-to-fund structure

OCAST selects Oklahoma-based investment companies through an RFP process. Those funds are responsible for making direct investments in eligible Oklahoma small businesses. OCAST does not make the company-level investment itself.

This makes the program a fund-manager and fund-structure question before it becomes a portfolio-company question.

Private matching capital is required

Selected funds must match each dollar of SSBCI capital with at least one dollar of private investment capital. The program is intended to strengthen private venture capital in Oklahoma.

Funds should be able to demonstrate both local sourcing and a credible deployment plan.

The deployment mandate is part of fit

Investment companies must invest in Oklahoma-based innovation companies. The program prioritizes underserved populations, very small businesses, and rural Oklahoma.

A manager should prepare a pipeline showing how the fund reaches those companies and communities. OCAST's role is fund-to-fund, not direct company underwriting.

Oklahoma SSBCI venture capital flows from OCAST to selected Oklahoma investment funds, and from those funds into Oklahoma companies.
