Ohio SSBCI venture capital, two fund routes with different scale requirements

Ohio separates growth-stage and early-stage fund support, and the state's SSBCI capital is structured as a loan to participating investment funds.


Ohio's SSBCI venture programs are fund-level programs administered by the Ohio Department of Development. The Ohio Venture Fund targets professionally managed funds supporting growth-stage technology companies, while the Ohio Early-Stage Focus Fund targets smaller early-stage funds. Both routes use a debt/equity hybrid structure rather than a conventional state LP commitment.

The Ohio Venture Fund is the larger route

Eligible applicants must be able to accept approximately $5 million to $10 million in SSBCI support. The resulting fund is expected to be approximately $10 million to $20 million. The program focuses on growth-stage technology companies in Ohio.

State support is structured as a loan from Ohio to the private investment fund.

The Early-Stage Focus Fund serves a different fund profile

Eligible applicants must be able to accept approximately $1 million to $5 million. The resulting fund is expected to be approximately $2 million to $10 million. The program targets professionally managed early-stage investment funds.

The smaller route should not be presented as a reduced version of the growth-stage program. It has its own fund-size and stage logic.

What a manager should document

  • Fund size and capital-formation plan.
  • Growth-stage or early-stage strategy.
  • Ohio company pipeline and expected deployment.
  • Ability to support professionally managed fund operations.
  • Understanding of the loan structure and repayment obligations.

Ohio SSBCI venture capital support is not a standard grant or ordinary LP commitment. The state's support to participating funds is structured as a loan.
