Rhode Island Commerce runs its SSBCI venture capital through four contracted venture firms rather than through a single state program with published terms. The state page names the partners and the amount allocated to each, which tells you where the capital sits and who decides. It does not publish the investment terms, so those come from the partners.
Four partners hold the capital
Slater Technology Fund holds the largest allocation at $12,000,000, followed by Arctaris Impact Investors at $9,000,000. Collide Capital and Rogue Venture Partners each hold $4,500,000.
The spread matters for where a company starts. These are four firms with their own strategies and their own processes, not four doors into one state committee, and the allocation sizes give a rough sense of how much room each has.
The terms are not on the state page
Rhode Island Commerce's SSBCI page describes a range of loan and investment programs and lists the partners with contacts. It does not set out the investment structure, the stage coverage, target transaction sizes, private capital leverage expectations, or any socially and economically disadvantaged or very small business focus for the venture route.
That absence is worth stating rather than filling. A company preparing for a Rhode Island conversation should take the terms from the partner it is approaching, because the partner is the one that sets and applies them.
