Blueprint Intelligence / Specialized Pathways / Virginia SSBCI venture capital, direct and fund-level routes through VIPC
Specialized Pathways
Virginia's SSBCI venture programs support both startups and fund managers, with separate evidence required for direct investment and fund-of-funds participation.
Virginia's SSBCI venture capital program is administered by the Virginia Innovation Partnership Corporation through both direct and indirect routes. The direct program invests in companies before a later institutional round, while the fund route makes limited-partner commitments to Virginia-based venture funds raising new capital.
The Virginia Venture Partners Fund of Funds invests in emerging and established seed funds. Participating funds must raise at least 50% private capital at the fund level. Treasury estimates SSBCI participation at approximately 10% to 33% of total fund size.
The fund must show a commitment to Virginia's entrepreneurial ecosystem and risk-capital infrastructure.
The direct program generally invests 12 to 36 months before a Series A round. Use of proceeds should focus on technology or business-development milestones. The company must be able to explain how the investment improves its ability to raise larger private rounds.
This is company-level capital, not a substitute for a fund manager's LP application.
Virginia is one of the clearest examples of why "SSBCI venture capital" is not a single product. VIPC operates both direct company investment and fund-level investment routes.
