Mississippi SSBCI venture capital, InvestMS direct and fund routes

InvestMS invests in Mississippi startups directly and commits to venture funds as a limited partner, with the fund route carrying the more specific requirements.


Mississippi's SSBCI equity runs through InvestMS, implemented by Innovate Mississippi against $86 million in federal funding for the state. InvestMS makes equity investments in Mississippi-based startups and in venture capital funds, from pre-seed to Series A. The two routes share a program name and very little else, since one reaches a company and the other reaches a manager.

Two routes under one program

The direct route invests in Mississippi-based startups. The fund route invests as a limited partner in venture capital funds, which then invest on their own account. Both operate in the pre-seed to Series A range.

Mississippi-based operations are required. That test applies to the companies the capital reaches, which is why it shapes the fund route as much as the direct one.

The fund route carries the specific requirements

InvestMS targets a limited-partner investment of $1 million to $5 million per fund, with a 1:1 private capital match required at the fund level. At least 50 percent of that required match should be committed at the time of application, so a manager applying with the match still entirely prospective is applying early.

Funds must invest 100 percent of InvestMS capital into Mississippi-based companies that meet SSBCI eligibility requirements. InvestMS can participate as a minority limited partner in a larger fund, provided its capital only supports SSBCI-compliant investments.

The program says it prioritizes funds based in Mississippi, funds with prior investment experience in the state, or funds demonstrating a commitment to growing the local ecosystem. Managers are expected to meet Treasury conflict-of-interest standards and reporting requirements.

How applications are handled

As of the research date, InvestMS states that applications are reviewed on a rolling, first-come, first-reviewed basis, and that the full process from application through investment decision and legal review typically takes several months. That statement belongs to InvestMS and should not be read across to Mississippi's other SSBCI programs.

The program also says it will meet with all potentially eligible fund managers as part of a fair and transparent selection process. Rolling review is not the same as a guarantee of capital, and the several-month timeline is worth building into a raise rather than discovering inside one.

Mississippi's fund route asks a manager to arrive with the match already half-built: a 1:1 private capital match is required at fund level, and at least 50 percent of it should be committed at the time of application.
